Recent concerns about educational attainment led to more involvement at the state level to promote postsecondary education and career preparation. One of the most important initiatives is the development of the Educational Planning and Assessment System (EPAS) testing program. As a joint secondary-postsecondary initiative, it has come to play an important role in the state education system and is designed to reach down to the middle school level to promote academic achievement. Its use has led to changes in curriculum and teacher certification. The ultimate goal is improved high school graduation rates with students prepared for further education and employment.
